Marks Pair Indicted On Fraud Charges

A Spokane woman and her husband are named in a multiple-count indictment accusing them of using false identities to fraudulently obtain welfare, Social Security benefits and food stamps.

Dianne Annie Marks, 44, and Nickie Larry Marks, 42, are scheduled to voluntarily appear at 9:30 a.m. Jan. 25 before U.S. Magistrate Judge Cynthia Imbrogno.

They are named in the 39-count indictment returned Thursday in Spokane by a federal grand jury.

From approximately 1976, the defendants are accused of conspiring to obtain money, property and services from individuals, government agencies, commercial businesses and public and private utilities, the indictment alleges. The prosecution is being handled by Assistant U.S. Attorney Frank Wilson.

The defendants are accused of carrying out the fraud scheme by using multiple false identities and identification documents, the indictment alleges.

It contends the couple received more than $100,000 “to which they were not entitled” through the phony identification scheme.

Dianne Annie Marks also is known as Mary Marks, Sonia Marks, Sonia Call and Diane Sonia Marks, the indictment alleges.

Nickie Larry Marks also is known as Terry Marks and Frank Martin Marks, it alleges.

They both are charged with 18 counts of mail fraud for applying for and getting welfare payments from the Department of Social and Health Services.

The defendants would apply for a second Social Security number, using an assumed name, a variation of their birth name, a different date or place of birth or changing their parents’ names, the indictment alleges.

Dianne Marks is charged with 14 counts of mail fraud. She is accused of fraudulently obtaining Social Security children’s insurance benefits.

They also are charged with conspiracy and making false statements to the U.S. Department of Health & Human Services.
