Among the subjects the committee will discuss: funding the downtown library and the cost of litigating the River Park Square garage dispute.

Public works committee, 1:30 p.m., fifth floor conference room, City Hall The committee will discuss downtown zoning and design and a junk car ordinance.

Council briefing, 3:30 p.m., council chambers, lower level, City Hall

Council meeting, 6 p.m., council chambers, lower level, City Hall

The council will vote on creating and funding an internal auditor function and on placing charter amendment for neighborhood councils on a fall ballot.

Hearing examiner

Tuesday, 9 a.m., sixth floor conference room, City hall

The examiner will consider an application of Life Service of Spokane to construct an addition to its pregnancy and maternity home at 2659 N. Ash.

Spokane Human Rights Commission public policy committee meeting

Tuesday, 6 p.m., Northeast Community Center, 4001 N. Cook

The commission will hold a study session, discuss tribal sovereignty and discuss the secondary harmful effects of pornography.
