Bush says ‘no peace in retreat’

Energy

Set a national goal of replacing 75 percent of U.S. oil imports from the Mideast by 2025. Wants to include $150 million in 2007 budget to make “cellulosic ethanol” — a fuel made from agricultural waste products such as wood chips, stalks or weeds — cost-competitive by 2012.

Education, research

Wants to train 70,000 high school teachers over five years to lead advanced-placement classes in math and science.

Health care

Vowed to give individuals who buy Health Savings Accounts the same tax advantages as those with employer-sponsored insurance. Wants to make premiums for HSA-compatible insurance policies tax deductible when bought by individuals outside of work.

Entitlement programs

Wants Congress to set up a bipartisan commission to tackle the impact baby boomers are having on Social Security, Medicare and Medicaid as they reach retirement age.

Iraq, war on terror

Rejecting critics of the U.S.-led invasion, Bush set no timetable for troop withdrawal from Iraq. He said that as Iraqi forces increasingly take the lead, U.S. troop levels can be reduced. He wants to help Iraqis form an inclusive government, rebuild and fight terrorists in Iraq.
