Closed hearing scheduled on appeal against plat

A group of residents living in the Latah Valley and Eagle Ridge neighborhoods is appealing a Spokane hearing examiner decision approving a preliminary plat for 371 single-family lots in a project known as Meadow Point Landing.

A closed public hearing on the appeal is scheduled before the City Council on Monday at the end of its 6 p.m. legislative session in Council Chambers at City Hall. Only people who gave testimony to the hearing examiner will be allowed to testify during the hearing.

The appeal is being brought by Protect Eagle Ridge and Latah Valley Neighborhood Group and resident Tom Sippl, who lives on Shelby Ridge Road in the area of the proposed development. The project is being sought by T.J. Landco LLC on a 94-acre property near Meadow Lane Road.

The appellants are challenging the development’s consistency with the city’s comprehensive plan, the need for the housing, traffic safety, emergency evacuation, failure of the city to request impact fees for park needs, the need for open space, buffers, housing density and fire protection.

In other business, the City Council on Monday:

• Approved a federally backed loan of $100,000 to Inland Empire Residential Resources for construction of a duplex with two fully accessible three-bedroom units in the Bemiss Neighborhood. The loan provides partial financing for the project at 3004 E. Euclid Avenue.

• Sent back to the city hearing examiner issues involving formation of a local improvement district along Ferrall Street from Bridgeport to Garnet avenues and along Courtland Avenue from Thor to Ferrall streets.

• Confirmed assessment roles for eight local improvement districts for street paving. They are 13th Avenue from Cherry to Ash streets; Dalton Avenue from Stuart to Mayfair streets; the alley between Adams and Jefferson streets from Heroy to Princeton avenues; Sharp Avenue from Wall to Howard streets; the alley between Crown and Queen avenues from Helena to Pittsburg streets; Ivory Street from 11th to 13th avenues; 27th Avenue from Cuba to Havana streets and Cuba Street from 27th to 26th avenues; and the alley between Nora and Augusta avenues from Ruby to Lidgerwood streets.
