Kirkpatrick’s tenure in previous chief’s positions has been marked by her “5 cardinal rules:”

No harassing, bullying or discriminatory language, “including zero tolerance of male white-bashing.”

No lying. “You lie, you die,” she says.

No abuse of authority.

Nothing that causes lack of trust in the department. Examples include no sex on duty, no reckless driving in a patrol car, and never failing to take a rape report.

No insubordination.
