The Spokane Tribe must navigate several bureaucratic obstacles before it can build a casino on its Airway Heights property, including:

1 Final negotiation of a compact with the staff of the Washington state Gambling Commission;

2 Formal notification of the proposed compact to the governor, Legislature and local governments;

3 Legislative review of the proposed compact by state Senate and House committees;

4 A public hearing within 30 days after the Legislature receives the proposed compact;

5 A Gambling Commission public hearing to decide whether to forward the proposed compact to the governor;

6 The signature of the Spokane tribal chairman;

7 The signature of the governor;

8 The signature of the secretary of the U.S. Department of Interior;

9 Local and federal approval to place a casino at the Airway Heights location, which is currently held in trust for the tribe.
