Kendall Yards can move ahead
No one appealed the Spokane hearing examiner’s approval of an 80-acre residential and commercial development proposed for the north bank of the Spokane River.
That means the Kendall Yards development can move forward, said Leroy Eadie, the city’s current planning manager.
The deadline to appeal was Thursday.
Project Manager Tom Reese said the Kendall Yards team expects to pull its first building permit in the spring.
Two Spokane residents, John and Rachael Paschal Osborn, unsuccessfully appealed the city’s approval of environmental conditions for the development. However, the Osborns expressed approval of the hearing examiner’s decision, saying it addressed most of the issues that concerned them.

Moscow, Idaho
Minister accused of child abuse
A Baptist minister in Moscow, Idaho, was arrested Wednesday on suspicion of sexually abusing a child for years in Ventura County, Calif.
William Alan Malgren, pastor of New Hope Baptist Church in Moscow, was arrested at 223 E. Sixth Street and booked into Latah County Jail on $1 million bail. The church was formerly known as Grace Baptist Church.
Malgren, 52, allegedly assaulted the girl from 1983 to 1989, starting when she was 7 and he was a pastor in California.
According to the Thousand Oaks Police Department, Malgren resigned as pastor in 1989 and later worked at churches in Washington, Idaho and Iowa.
“He was actually observed by members of the congregation behaving inappropriately with the victim at that time,” said Detective Eric Buschow of the Thousand Oaks Police Department. Police said they were concerned that Malgren may have had other victims who have not come forward because of the pastor’s position in the community.
A person who answered the phone at the Moscow church declined to answer questions and threatened to call police.
