Budget stabilization account (SB 5311): Authorizes a ballot measure that would create a constitutionally-protected rainy day account by requiring that 1 percent of state tax revenue each year be deposited into a dedicated account that could be tapped only in emergencies. Senate approved the measure Wednesday on an 48-0 vote; now awaiting consideration in the state House.
