A level 3 sex offender has moved to Spokane County’s West Plains, the Sheriff’s Office warned Tuesday.

Russell A. Clinger, 41, is living in the 4500 block of West Huxley Drive.

Sgt. Dave Reagan said Clinger was released from prison Nov. 29 after serving a six-year sentence for first-degree child molestation. He was convicted in October 2000 of molesting a 7-year-old girl.

Clinger is to be under state Department of Corrections supervision for three years and not allowed to have contact with anyone younger than 18.

Level 3 sex offenders are considered the most likely to commit more sex crimes.

Reagan said Clinger is white, 6 feet 2 inches tall, 185 pounds, and has blue eyes and brown hair. His tattoos include an unfinished snake’s head on his right shoulder blade and “RUSS” on his right bicep.
