Why three school districts for one city?

The Spokesman-Review

In the city of Spokane Valley, we have three school districts. Our population is about 84,000 people. Approximately 22,000 kids are in all three districts.

What are the benefits of having three school districts in the Valley, and the expense of operating three districts versus one main district for our community? If we had those answers, wouldn’t we all be better informed?
