Kootenai County has a backlog of more than 3,400 active warrants. Officials are asking the public for information about the following people, identified by name, age, last known city of residence, the charge and the bond amount on the warrant. Felonies

Larry D. Best – 54, Rathdrum, lewd conduct with a minor (three counts), $150,000 bond.

Daniel R. Combs – 44, Garden City, Idaho, probation violation/rape, $25,000 bond.

Timothy E. Estep – 49, Post Falls, lewd conduct with a minor under age 16, $150,000 bond.

Mark W. Fowler Jr. – 32, Spokane, exploitation of vulnerable adult, $50,000 bond.

Banks M. Luckado III – 40, Post Falls, failure to register as a sex offender, failure to appear/grand theft, possession of paraphernalia, $100,000 bond.

Misdemeanors

Thomas A. Anderson – 48, Coeur d’Alene, contempt of court, $500 bond.

Jared J. D. Brown – 22, Post Falls, failure to appear/petty theft, $2,000 bond.

William D. Cosson – 22, Coeur d’Alene, possession of paraphernalia, $2,000 bond.

Eric R. Duncan – 35, Hayden, failure to appear/providing false information to law enforcement regarding identity/offense, driving while suspended, no proof of insurance, five days in jail.

Travis L. Farnham – 19, Coeur d’Alene, failure to appear/minor in possession of alcohol, carrying a concealed weapon without a permit, $1,000 bond.

Hector I. Jessop – 36, Spirit Lake, failure to appear/driving while suspended, 10 days in jail.

Brant C. Jordan – 44, Post Falls, failure to appear/impersonating an officer, $500 bond.

Darren L. Lance – 27, Rathdrum, failure to appear/driving while suspended (four counts), possession of a suspended driver’s license, no insurance, open container, reckless driving, $8,000 bond, 20 days in jail.

Michael C. Mullin – 27, Coeur d’Alene, littering, $500 bond.

Conrad E. Paull – 45, Rathdrum, failure to appear/driving while suspended, no insurance, $3,000 bond.

Stephen R. Pena – 34, Post Falls, failure to appear/providing false information to law enforcement, misdemeanor probation violation/driving under the influence, $6,000 bond.

Mark A. Pursley – 41, Athol, failure to appear/driving while suspended, 10 days in jail.

Ray Robles Jr. – 27, Post Falls, failure to appear/driving while suspended, possession of marijuana, $5,000 bond.

Joseph A. Scoggin – 18, Coeur d’Alene, failure to appear/driving under the influence, minor in possession of alcohol, minor in possession of tobacco, $3,000 bond.

Tyeran J. Wingfield – 24, Spirit Lake, failure to appear/driving under the influence, driving while suspended, $2,000 bond.
