Valley site may include Lowe’s

A retail complex that could include a Lowe’s home improvement center is proposed for 22.71 acres of land in Spokane Valley.

Spokane Valley city planning documents show that Black Enterprises requested a binding site plan for the land near Sullivan Road, at 16000 E. Broadway Avenue. The land would be divided into three parcels, said Carolbelle Branch, spokeswoman for Spokane Valley.

Preliminary plans submitted by PacLand, a development consulting firm based in Woodinville, Wash., are being reviewed by several departments, Branch said, and the land is already zoned for commercial use. PacLand is representing Black Enterprises, the property owner.

Dave Black, of Black Enterprises, confirmed that he’s negotiating with Lowe’s, but said nothing has been signed and details of the project could change. Black is CEO of Tomlinson Black Commercial in Spokane.

Branch said the proposed Lowe’s would be 140,000-square feet, located on 13 acres.

Another 30,000-square feet of retail space could be built on a three-acre parcel, with the remaining 6.7 acres showing a 98,000-square-foot building.

Black said he’s unsure what the final mix of retailers will be but is thrilled at the prospect of creating a shopping complex within 70 acres of land that his father, the late James S. Black, started developing in the early 1970s.

Calls to Lowe’s corporate headquarters in Mooresville, N.C., were not returned.

Lowe’s operates more than 1,300 superstores in 49 states, according to Hoover’s, a company that researches businesses. The retailer has stores on East Sprague Avenue in Spokane Valley, and a store on North Division Street, in Spokane. Lowe’s also has stores in Post Falls and Coeur d’Alene.
