In brief: Services, offices close for holiday

The following offices and services will be affected by the Thanksgiving holiday:

“Spokane, Spokane Valley and county offices will be closed today and Friday.

“City libraries, the solid waste transfer stations and Waste to Energy plant will be closed today only. The Spokane County Library District is closed today and Friday.

“Riverfront Park attractions will be open throughout the weekend.

“Garbage pickup is one day late.

“State liquor stores will be closed.

“Most banks will be closed.

“Post offices will be closed with express mail delivery services only.

“State and federal offices will be closed.

Officials release pedestrian’s name

The pedestrian hit and killed Tuesday in west Spokane has been identified by Spokane police as Robert M. Kenyon, 51, of Spokane.

The incident happened shortly before 9 a.m. at the intersection of 10th and Rosamond avenues, near Finch Arboretum.

Police are still trying to determine exactly what happened, but say that alcohol, drugs or speeding do not appear to be factors in the crash.

Kenyon was the fifth pedestrian killed in a traffic crash in Spokane this year.

Open house set on water plans

Public comment will be taken next week on Spokane’s stormwater management plan and water-use efficiency plan.

The city will hold an open house on Nov. 27 at the South Hill Library, 3324 S. Perry, and another on Nov. 28 at the Shadle Library, 2111 W. Wellesley. Both are from 5:30 p.m. to 7 p.m.

The efficiency plan deals with efforts to encourage conservation; the stormwater plan is an update of a current management plan and will address issues such as construction site water runoff and pollution prevention.

Teen shooting suspect surrenders

A Moses Lake teenager sought in the fatal shooting of an acquaintance has surrendered to authorities.

Ismael Ortiz, 16, turned himself in to Grant County Juvenile Detention on Sunday, two days after police issued an arrest warrant charging him with manslaughter and unlawful possession of a firearm.

Police Capt. Dave Ruffin said Leoncio Garcia, 18, of Moses Lake, was shot once in the chest with a .22-caliber revolver at Ortiz’s home on Nov. 10.

Garcia died after being taken to Deaconess Medical Center in Spokane.

Friend says boy ‘was off his meds’

A 16-year-old boy accused of stabbing his mother last week may have stopped taking medication to treat his schizophrenia, a neighbor said.

“We are all pretty sure Tyler (Hanscom) was off his meds,” said family friend Shanna Henslee.

Hanscom is charged with attempted murder in the stabbing of his mother, 43-year-old Laura Hanscom, who is listed in serious condition at an area hospital. The teen will be tried as an adult and faces up to 30 years in prison if convicted of attempted murder and aggravated battery.

Judge OKs water rights settlement

A federal judge in Seattle has approved a water rights settlement that resolves a longstanding dispute between northwest Washington’s Lummi Indian tribe and other property owners in Whatcom County.

Because the land is surrounded by salt water on three sides, groundwater pumping has to be carefully monitored to keep salt water out of the aquifer.

U.S. District Judge Thomas S. Zilly approved the agreement, which sets guidelines for sharing the water and managing the aquifer and imposes technical standards for wells. The tribe and the state Department of Ecology will share enforcement responsibilities.

Man pleads guilty in bomb threat

A man who phoned in bomb threats at Sea-Tac Airport in an attempt to hold his plane at the gate has pleaded guilty in federal court in Seattle.

The U.S. attorney’s office says the Nashville physician, Kou Wei Chiu, 31, faces up to five years in prison and a $250,000 fine when he is sentenced Feb. 22 for a felony threat.

Court papers say Chiu arrived late for a flight to Memphis on July 25 and made three 911 calls saying there was a bomb on the flight.
