Reward offered for tips on three fugitives

Crime Stoppers is offering a cash reward for information that leads to the arrest of three Spokane fugitives.

Roy E. Lucas, 60, is wanted for allegedly attempting to elude police, Spokane County Sheriff’s Sgt. Dave Reagan said Monday in a news release.

Lucas is white, 5-foot-11 and 185 pounds with brown hair and eyes.

His last known address was 2308 S. Glenrose, and he may be driving a red Ford Taurus with Washington license plates.

Gary Lee Payne is wanted for failing to appear in court on charges of first-degree theft. Payne, 57, is also wanted on an outstanding warrant in Idaho, Reagan said.

He is white, 6-foot-2 and 190 pounds with gray hair and blue eyes.

Ikeim Chacar Vaster, 31, is wanted on suspicion of first-degree robbery. He is black, 5-foot-7 and 235 pounds with black hair and brown eyes. Police say he is a gang member.

His last known address is 2928 N. Hogan.

Tipsters do not have to give their name to collect the cash reward but should give a code name or number.
