Man charged in duplex fire

Daniel J. Lambrix is sitting in Spokane County Jail on one count of first-degree arson, officials said Tuesday.

The 18-year-old is accused of igniting a fire in the upstairs unit of a duplex at 2307 W. Dean Ave. while three other tenants were in the residence, said Spokane Fire Assistant Chief Brian Schaeffer. Lambrix was in the process of moving out.

The fire burned out, but the flames caused fire damage to the kitchen flooring and a nearby stove, Schaeffer said. The fire also caused smoke damage to the upstairs unit.

Lambrix admitted his involvement in setting the Oct. 6 fire, Schaeffer said.

Sex offender relocates to city

A sex offender has moved to Spokane Valley, according to the Spokane County Sheriff’s Office.

Steven Garcia, 32, is a level 3 sex offender, the group considered most likely to re-offend. He’s not wanted by police, but he recently moved to the 10600 block of East Trent Avenue and the sheriff’s office wants people to be aware.

Garcia was convicted of second-degree assault of a child and released from prison in February 2006. His victim was his 2-month-old son, and he’s under Department of Corrections supervision.

He also served 15 months in prison for third-degree child molestation involving a 15-year-old girl in Grant County. He was sentenced to prison when he was 17 on two counts of second-degree rape involving a mentally handicapped 18-year-old male.

Tips sought on wanted trio

Crime Stoppers is offering a reward for information leading to the arrests of three people wanted for felony possession of a controlled substance.

Charlene Ann Morgan, 34, has a 21-year criminal history in Spokane County, according to a news release, and last gave her address as 5314 W. Sunset Blvd., apartment L.

Donald Skow Jepsen, 49, has a 16-year criminal history in the county and last gave his address as 2229 W. Mallon Ave. He may be driving a black 1988 Chevrolet Blazer with Washington plates.

Joelen Jean Freeman, 24, has a two-year criminal history and is also wanted for theft of firearms. She last gave her address as 5111 N. Evergreen Road in Spokane Valley. She has ties to the Rathdrum area and may be working as a dancer, according to Crime Stoppers.
