City center questions

There was an announcement in the Valley Voice (April 11) of a meeting scheduled by city officials for tonight (April 15). The stated goal of the meeting was to start developing an environmental impact statement for the 145-acre new city center.

My question is when did the city purchase this property? And is the funding in place to develop this city center? It is my understanding that it is the responsibility of city officials to make sure the funding is available before developing an environmental impact statement. Could it be that you have the cart before the horse?
