L and S Engineering Associates Inc. has hired Lisa Burke as a marketing and office manager. She previously worked as a training manager for Sykes Enterprises and holds a bachelor’s degree in psychology from Gonzaga University.
Dr. Robert Seeley has joined Kootenai Medical Center’s emergency department. Dr. Seeley previously worked as an emergency room physician for Parkridge Medical Center in Chattanooga, Tenn. and at Bradley Memorial Hospital in Cleveland, Tenn. He earned his medical degree at the University of Alberta in Edmonton, where he also completed a fellowship in family practice and emergency medicine.
14Four interactive agency has hired Molly Enkema as project manager. She holds a bachelor’s degree in visual communications from Whitworth University and previously worked as a marketing coordinator for the Spokane Regional Convention and Visitors Bureau.
Spokane Community College has hired Terri Armstrong as dean of instruction for health and environmental sciences. She holds a bachelor’s degree in dental hygiene from the Oregon Institute of Technology and a master’s degree in health psychology from Capella University. She previously served as director of the Oregon Center for Health Professions in Klamath Falls, Ore. The college has also hired Dave Cox as dean of instruction for technical education. He previously served as the department’s acting dean and has been with Community Colleges of Spokane since 2006.
Daniel Goggin has been hired by Providence Health Care as chief financial officer. He previously worked for Memorial Hermann Healthcare System in Houston as chief financial officer. He holds a bachelor’s degree in finance from South Illinois University and a master’s degree in business administration with a specialization in finance from Lewis University.

Spokane County Superior Court Judge Tari Eitzen will receive the Washington State Bar Association’s 2010 Outstanding Judge Award during the WSBA’s annual awards dinner Sept. 23 in Seattle.
