Police have identified the victims of a camper crash Monday that injured two. Charles A. Welch, 60, and Candy J. Barnes, 50, were injured when their pickup truck and camper went over an embankment at T.J. Meenach Bridge in northwest Spokane. “Indications from witnesses make investigators believe speed was a factor,” a news release from Spokane police Officer Jennifer DeRuwe said. Welch, the driver, was evaluated and determined to be “impaired by intoxicating substances,” she said. Charges are pending for vehicular assault, DeRuwe said. Welch was driving with a suspended license.
