Phoebe’s luck changed when she came to the Spokane County Regional Animal Protection Service shelter. She was pregnant and a foster home took great care of her and her kittens. She’s now ready for a new home and family. Shelter workers say Phoebe is very sweet and would love to cuddle with someone.
