Outstanding: Spokane’s Tia Moua is vying for the title of Miss Washington’s Outstanding Teen later this month. The 13-year-old Garry Middle School eighth-grader’s platform issue for the competition is “Mentoring: Be the Wave of Change.” For the talent portion of the pageant, she will perform a lyrical jazz dance. Twenty-six girls ages 13 to 17 will be competing for the title and more than $150,000 in prizes and scholarships. The event is May 23-24 at Highline Performing Arts Center in Burien.
