Man, already charged with indecent exposure, faces 26 new child-porn charges

A 21-year-old man faces 26 charges of possessing child pornography after a lengthy investigation by the Spokane County Sheriff’s Office.

Detective Scott Streltzoff received a tip from the National Center for Missing and Exploited Children in December. According to a Sheriff’s Office news release, the tip implicated James P. Millican, who was already in custody for four charges of indecent exposure stemming from incidents in 2014 and 2015.

The detective obtained a warrant to search Millican’s computer. According to the release, he uncovered 250 images and more than 20 videos of children engaging in sexual behavior, sometimes with adults. Detectives believe they were between 5 and 12 years old.

Millican is being held in the Spokane County Jail on $75,000 bond. .
