Forklift driver J.T. Thrall moves a “clunker,” a car traded in under the federal program known as “Cash for Clunkers,” Tuesday at Spaulding Auto Parts in Spokane Valley. Cars traded in under the program must have their engines mechanically ruined, but the cars can be parted out and body panels used again.
