The final paving on Monroe and Lincoln streets downtown starts at 7 p.m. Monday, ending two summers of disruption to rebuild both streets from below ground up.
The height of the summer travel season combined with large road construction projects have merged into major slowdowns and backups this week across the Spokane area, but also in North Idaho.
When workers were shut down due to cold weather last fall, they still had not completed reconstruction of Monroe and Lincoln streets in the downtown area.
