Paul Allen, billionaire owner of the NBA’s Portland Trail Blazers, won’t be represented at this week’s meeting of the National Hockey League Board of Governors.

But that doesn’t mean he’s given up on the idea of bringing an NHL team to his new Rose Garden arena.

Allen’s staff has mailed surveys to Blazers’ season ticket holders, asking if they would buy NHL tickets.
