Seattle’s Kingdome was expressly built for major-league baseball, not minorleague or replacement players, Sen. Mike Heavey said.

Heavey is sponsoring SB5786, which would make the Kingdome off-limits for major-league games if more than 25 percent of the players were not on bigleague rosters at the time the players’ strike began last year. It also would make it a misdemeanor to advertise a ball team so composed as major-league baseball.

Heavey told the Senate Committee on Labor, Commerce and Trade that taxpayers built the Kingdome for majorleague ball, not for minor-league players.
