Man Admits Narcotics Charges

A Tri-Cities man confessed in U.S. District Court in Spokane to maintaining a building for narcotics trafficking - a federal charge that is rarely filed.

Jack E. Graham, 71, confessed that he was aware of drug dealing and use at Jack’s, a restaurant and bar in Pasco.

The bar has a state liquor license that was temporarily suspended after Graham was indicted on Nov. 8.

Assistant U.S. Attorney Greg Shogren said the business has been a long-time magnet for drug deals, prompting numerous complaints and investigations.

Graham contends he has no ownership interest in the restaurant and bar which is operated by his daughter, Callie Gies, Shogren said.

She will surrender the liquor license, Shogren said.

“He claims he has no interest in the bar, but the government disputes that,” Shogren said.

As part of a plea agreement, two other federal charges against Graham were dropped.

One accused him of aiding and abetting the distribution of cocaine and heroin, and a third count sought criminal forfeiture of the business.

U.S. District Court Judge Fred Van Sickle set sentencing for April 6.

Graham could face up to 20 years in prison, but the federal prosecutor said he’s prepared to recommend probation.
