Minnesota Gov. Arne Carlson released the first firm details of a plan to buy the NHL’s Winnipeg Jets, saying the state will spend no more than $15 million to help make the purchase.

The spending limit was among several criteria Carlson outlined for public financing. Because it is widely assumed Minnesota will not get the Jets without state support, Carlson’s announcement indicated an agreement in principle between Jets owner Barry Shenkarow and a prospective buyer is close.
