Dick Winchell Appointed To Commissioners Committee

Dick Winchell, professor of urban and regional planning at Eastern Washington University, has been appointed to a two-year term on the commissioners committee of the National Association of Housing and Redevelopment Officials.

Winchell is vice chairman of commissioners for the Spokane Housing Authority and a co-founder of Habitat for Humanity, Spokane.

The national association addresses issues regarding low-income housing and community and economic development, and the roles commissioners of local agencies play in the process. The committee wants to expand affordable housing resources and revitalize neighborhoods and communities.

The following Inland Northwest residents renewed their Professional Finance Officer awards for 1995 from the Washington Finance Officers’ Association:

They are: James Plaster, director of finance/administration, Spokane Transit Authority; Molly Russell, accountant, city of Spokane; Shirley Dunsmoor, special revenue administrator, city of Spokane; Linda Bruce, finance deputy, Spokane County; Pat Zamora, accounting supervisor, Spokane Public Schools; Harold Meyers, accounting supervisor, Spokane County Engineers; Christine McCoy, clerk/treasurer, city of Deer Park; and Sheila Creekmore, finance director, city of Deer Park.

Patricia Smith, Pullman, has been re-appointed by Gov. Mike Lowry to a three-year term to the Washington State Arts Commission. She is a docent and member of the Endowment Committee at the Washington State University Museum of Art.

Evon Sullivan, a Washington State University senior, received the annual Elizabeth Koughan Memorial Scholarship, underwritten by Windermere Real Estate. She is a 1991 graduate of Washtucna (Wash.) High School, and will receive $2,500 to cover tuition, books and fees for classes for the 1995-96 school year. She plans to graduate with degrees in both real estate and accounting.

Marina Tolmacheva, associate professor of history at Washington State University, is a Fulbright Scholar this year at the Kyrgyz American School of Business, Law, and Humanities in Central Asia. She is a native of Russia and joined the WSU faculty in 1987.

Lena Hill was named Woman of the Year at the recent convention of the Fraternal Order of the Eagles. A member of the Spokane Valley Eagles, Hill has served as state and Pacific Northwest regional president.

Suzanna Eller, a 1994 graduate of University High School, has been awarded a Brandeis University scholars tuition grant and other grants totaling $21,000 for the 1995-96 school year. She is a member of Alpha Epsilon Phi Sorority and rows on the women’s crew team at the Waltham, Mass., school. She is the daughter of Richard and Bobbi Eller, Spokane Valley.

Marne Hagen was recently elected secretary of Panhellenic’s executive council, the governing body of Greek women’s fraternities at Washington State University. She is a 1991 graduate of Mead High School and a senior majoring in Spanish and sociology.
