Kidnappers Demand Leader Of Oas Resign

A shadowy terrorist group demanded Monday that a former Colombian president resign as head of the Organization of American States in exchange for the freedom of his kidnapped brother.

Juan Carlos Gaviria, the brother of ex-President Cesar Gaviria, was kidnapped April 2 in Pereira, 155 miles southwest of the capital, Bogota.

A group calling itself Dignity for Colombia, which claimed responsibility for the abduction last week, made a series of sweeping demands for his release in a letter to Cesar Gaviria on Monday.

The kidnappers said Gaviria must resign as president of the Washington-based group of American nations and turn his attention to forcing out President Ernesto Samper and Vice President Humberto de la Calle.

Samper is mired in a political scandal over allegations he used money from the Cali drug cartel to win the presidency in 1994.
