Peace Talks Planned With Muslim Rebels

(From For the Record, December 31, 1996:) Two outdated Associated Press stories appeared in Monday’s editions. One referred to upcoming peace talks with Muslim insurgents in the Philippines. The talks were held in 1993 and 1994.

The Philippines government will begin peace talks with Muslim rebels in Indonesia to try to end a 21-year-old separatist war in the south, the government’s chief negotiator said Friday.

Talks with the Moro National Liberation Front, the main Muslim separatist faction, will begin Oct. 25 in Jakarta, said Manuel Yan, a former Philippine ambassador to Indonesia.

It remains unclear, however, whether an agreement would end violence in the south, the traditional homeland of the 6 million-strong Muslim minority.

The rebellion began months after former President Ferdinand Marcos declared martial law in 1972, but has been largely dormant in recent years.

The talks were scheduled in Indonesia after front leader Nur Misuari demanded the first round be held outside the Philippines. Misuari has lived for nearly 15 years in self-imposed exile in the Middle East.

Indonesia was chosen because it is a predominately Muslim country with close ties to both sides.
