Pick A Channel To See Presidential Address

The networks suspend their usual fare for President Clinton’s State of the Union Address (at 6 on CBS, NBC and Spokane’s KSPS; at 8 on FOX; and 9 on ABC). (TV grids above were prepared before telecast times were known.)

This speech will be closely scrutinized, as the president is expected to set the tone for his re-election campaign. Few expected him to be in his current position on this night: riding high in the polls, with a chance to become the only Democrat since Franklin Roosevelt to be elected to two terms. Time will tell, however.

The president’s address begins at 6.

CNN will begin its coverage at 5:30 with a half-hour special setting the stage. C-SPAN will lend its special brand of coverage and discussion throughout the evening.

Comedy Central again this year serves up a cynical and mostly irreverent alternative with “State of the Union: Undressed” at 9. Dennis Miller hosts the coverage, which this time around will include an interactive on-line element.

Participation is open to Compuserve subscribers (Go Convention). Instructions are available in the on-line service’s “What’s New” area.

In addition, “Undressed” will be simulcast on the United Stations Radio Network .

Highlights

‘Home Improvement,” ABC at 8: Brad (Zachery Ty Bryan) hosts a rowdy Halloween party while his parents are out at a cable-awards dinner where Tim (Tim Allen) comes up empty-handed. Repeat.

“Frasier,” NBC at 9: In a repeat from last season, Frasier and Niles (Kelsey Grammer, David Hyde Pierce) try to repair a toilet. When their comically futile effort fails, they call in plumbers (John C. McGinley, Mike Starr) to help.

Niles recognizes one as a bully from school who once made his life a living hell.

“3rd Rock From the Sun,” NBC at 9:30: The alien family is confronted with society’s obsession with youth. When Dick (John Lithgow) dyes his hair and laces on a pair of leather pants, you’ll enjoy out-of-this-world laughs.

Talk Time

“Tonight,” NBC at 11:35: Director Quentin Tarantino, actress-comedian Tracey Ullman and singer Bonnie Raitt.

“Late Show With David Letterman,” CBS at 11:35: Director Martin Scorsese and singer-actress Brandy (“Moesha”).

“Late Night With Conan O’Brien,” NBC at 12:35 a.m.: Musical guest Pharcyde.
