Franchise moves - not football - dominate this week’s agenda at the NFL’s annual spring meetings.

Starting today in Palm Beach, Fla., all 30 owners will hear various scenarios involving the relocations of Cleveland to Baltimore, Houston to Nashville, Tenn., and Seattle to Southern California - three of the five moves, real and proposed, since last year’s meeting.

The Cincinnati Bengals offered to pay between $25 million and $35 million for a new stadium, but opponents of a tax measure on the March 19 ballot said it was too little and too tentative.

The Miami Dolphins ended their search for a receiver by signing former Philadelphia Pro Bowler Fred Barnett to a five-year, $8.5 million contract.
