Shopping Center Decision Postponed Again

For the second time in as many weeks Spokane County commissioners postponed a decision on an out-of-state developer’s plan to build a $5.4 million shopping center at the intersection of Highway 27 and 32nd Avenue.

Commissioners, who are considering an appeal by the developer for a seven-acre zoning change on the intersection’s southeast corner, need more time to consider testimony, they said Tuesday.

Farallon Real Estate Services, based in San Fransisco, sought a zone change from residential to commercial. Hearing examiner Michael Dempsey denied the company’s request in December.

The developer appealed Dempsey’s decision to the commissioners, arguing the rate of residential development in the surrounding area would support the shopping center.

South East Valley Residential Association, a 500-member group that formed to fight the development, told the hearing examiner and commissioners that the complex would funnel traffic through their neighborhoods.

A new Albertsons grocery store would be the anchor tenant for the proposed complex. A fast-food restaurant, a bank and a small shopping strip also are planned.

The intersection already has developed a reputation as dangerous, the neighborhood group argued. Farallon planned to kick in money for the installation of a traffic light at the intersection.

Until recently, the land was used for growing alfalfa. If the land must be developed, residents have said they would prefer homes be built.

Farallon also has developed shopping centers in California, Oregon, Texas and Idaho. One, in Coeur d’Alene, is complete. A second, in Post Falls, is under construction.
