President Clinton is expected to sign an order this week banning smoking in and outside most federal buildings. While that’s a relief for people who fear secondhand smoke, it’s seen as an affront to personal rights by others. It’s a particularly stultifying development for some of the liberty-loving people at the Voice of America, such as Hakki Ocal, above, puffing outside the Health Department. Many memories at VOA are fresh of repressive homelands and the way officials there tried to control behavior. “We are very suspicious of these little things,” one staffer said.
