Ten years ago: The U.S. Supreme Court by an 8-0 vote upheld the federal mail and wire fraud convictions of former Wall Street Journal reporter R. Foster Winans and two co-defendants in an insider-trading scheme.

Five years ago: The United Nations Security Council voted to authorize a naval blockade on the Danube River and the Adriatic coast to tighten economic sanctions on Yugoslavia. President-elect Clinton and Democratic congressional leaders held a news conference in Little Rock, Ark., in which they pledged a “new era” of action.

One year ago: President Clinton spent the first full day of a vacation in Hawaii that preceded a trip to Australia, Thailand and the Philippines.
