West End New Neighborhood Group Will Discuss Boundaries, Bylaws

Downtown residents and business owners will convene today for a second time to move forward on plans to establish a downtown neighborhood council.

The tentatively titled West End Neighborhood would include a large portion of downtown Spokane, from Riverside and Main on the north border, Sunset Boulevard on the west, Howard from Main to Second Avenue on the east, and along Interstate 90 from Howard to the viaduct on the south.

It would be Spokane’s 11th neighborhood council.

About 30 people from the downtown business and residential communities met two weeks ago to measure public interest in a West End Council.

Firming up boundaries for the neighborhood is one item on the agenda for this week’s meeting.

The group also hopes to review the proposed bylaws and take nominations for neighborhood officers.

Molly Myers, director of the Spokane Office of Neighborhood Services, will attend to answer questions about setting up the council.

“We’ll look at the bylaws typical of a neighborhood council and discuss those as Molly sees them currently working in other councils,” said Kim Pearman-Gillman, chair of the Davenport Arts District, one of the groups collaborating on the council.

She added that she hopes final boundaries could be set and voted on at this meeting.

The first meeting generated five suggestions for neighborhood borders.
