Ten years ago: Soviet President Mikhail S. Gorbachev won nearly unanimous approval for a more dynamic political structure from the Supreme Soviet, which voted itself out of existence in favor of a new Congress of People’s Deputies. Carlos Salinas de Gortari was sworn in as president of Mexico.

Five years ago: Eighteen people were killed when a Northwest Airlink commuter plane crashed in Minnesota.

One year ago: A 14-year-old youth opened fire on a prayer circle at Heath High School in West Paducah, Ky., killing three fellow students and wounding five; Michael Carneal later pleaded guilty but mentally ill. An international conference on reducing greenhouse gases opened in Kyoto, Japan.
