House Panel Clears Limit On Sanctions
In approving the 1999 Agriculture Appropriations Act, the House Appropriations Committee Tuesday included two amendments to exempt agriculture and related credit programs from sanctions to India and Pakistan.
The two countries are subject to U.S. embargoes under the Arms Export Control Act which requires the U.S. to impose strict sanctions against non-nuclear countries that detonate nuclear weapons. In May, both countries performed several nuclear test detonations.
Rep. George Nethercutt, of Spokane, who proposed the amendments to circumvent the sanctions, said, “I will continue to push House leadership to get this legislation passed as soon as possible.”
A similar amendment to the Senate Appropriations Bill was approved last week.
Pakistan is the Northwest’s largest export wheat customer. In the 1996-97 season, Pakistan bought 2 million metric tons of white wheat from Washington growers.
The respective appropriations bills next face votes of the full House and Senate.
