Steve Oakley sits on the dock next to his sailboat in the Corpus Christi Marina in Corpus Christi, Texas. Oakley is one of about 20 people living aboard their boats in the marina. The city of Corpus Christi is trying to prevent people from living on their boats because they don’t have to pay the standard taxes and utilities.
