Incorporation Costs To Be Presented

A study on the costs of incorporating a city at Liberty Lake will be presented to the Spokane County Boundary Review Board at its meeting on Monday.

Susan Winchell, director for the Boundary Review Board office, said she and consultant Pete Fortin also will give the board a summary of the report. Fortin is the former acting city manager of Spokane.

The board will use the analysis to help guide their decision on a proposal to incorporate Liberty Lake. They can approve, deny or modify the plan.

Leaders of the pro-incorporation Liberty Lake 2000 committee have proposed a two-step plan to create a new city at Liberty Lake.

Under the proposal, the area inside the county’s urban growth boundaries would be incorporated first and the homes and land around the lake could be annexed later.

After Monday’s meeting, Winchell and Fortin also will hold an informal question-and-answer session for residents who would like to learn more about the proposal.

Copies of the report on Liberty Lake incorporation will be available at the meeting. No public testimony will be taken.

The Boundary Review Board will hold a public hearing on July 24 to hear comments on the proposed incorporation from those who will be affected.

The Boundary Review Board meets at 3 p.m. Monday in the hearing room on the lower level of the Public Works Building, 1026 W. Broadway.
