County To Consider Sewer Request

Spokane County commissioners will consider an agreement later this month that would give the city of Spokane permission to build sewers to homes in Yardley.

The board will hold a hearing at its Nov. 21 meeting to take testimony on the contract.

County Commissioner Kate McCaslin said she won’t approve the request if Spokane is trying to enforce waivers signed after 1996 in the area. McCaslin said the city signed an interlocal agreement that year that prevented the city from using annexation waivers in Yardley.

“It’s in their sewer service area so I’m comfortable with it as long as they aren’t trying to enforce waivers,” McCaslin said.

The city has required county landowners to sign a waiver agreeing not to fight annexation in exchange for water and sewer service. To annex an area, the owners of 75 percent of its assessed value must agree to it.

Spokane has announced plans to annex parts of Yardley, Moran Prairie, Linwood and the West Plains.

Ken Brown, the city’s principal engineer, said if the county approves the sewer franchise agreement the city would start construction on the sewer lines in the spring.

Sewers would be extended to a small area between Carnahan and Yardley, from Broadway on the south to the railroad tracks. It is already served by city water.
