Robert J. Keegan, 53, will become the Goodyear Tire & Rubber Co.’s president, chief operating officer and a director on Oct. 1, the tiremaker said Thursday.

Wholesale prices fell for the first time in four months, and Americans spent more cautiously in August, increasing the odds that the Federal Reserve won’t raise interest rates for the rest of the year.

Mortgage rates edged down again this week with rates on 30-year mortgages below the 8 percent mark for the fifth week in a row. The average interest rate on 30-year fixed-rate mortgages slipped to 7.88 percent for the week ending Sept. 15, down from 7.94 percent reached the previous week, according to a survey released Thursday by Freddie Mac, the mortgage company.
