CPA announces run for state controller

Boise Royce Chigbrow, a CPA and longtime campaign treasurer for GOP candidates, has announced he’s running for state controller, a position that current Controller Keith Johnson, a Republican, is giving up to run for Congress.

Chigbrow, who made his announcement in a letter sent out this week to Republican party leaders, was campaign treasurer for Republicans, including former Gov. Phil Batt and Congressman Butch Otter. Former state GOP Chairman Trent Clark is heading up his campaign and Batt tops the list of his campaign committee.

Chigbrow is the first candidate from either party to announce plans to run for controller, a position that, until Johnson’s election in 2002, was held by Democrats for 26 years. The primary election is in May.

Chigbrow is president of Chigbrow, Ryan & Company Chtd., a Boise-based accounting firm. He holds a bachelor’s degree in business administration from the University of Idaho.

County sheriffs seeking violent sexual predator

The Kootenai County and Ada County sheriff’s offices are still looking for a 51-year-old violent sexual predator wanted for failure to register as a sex offender.

Donovan R. Carlton was convicted in Kootenai County in 2001 of assault with intent to commit lewd conduct. According to court records, he molested an 8-year-old boy.

Carlton was released Nov. 7 from prison and failed to report to the Boise homeless shelter where he told authorities he would be staying.

According to a press release from the Kootenai County Sheriff’s Department, there’s no information that indicates Carlton is there. Because he was convicted in Kootenai County, though, authorities said there is a chance he may return to the area.

Carlton is 5 feet 8 inches tall and weighs 160 pounds. He has brown hair and brown eyes and is known to use several aliases including Kenneth Donald La Forest, Norman Bruce Spencer and Donald James Hicks, as well as 13 other names, the release said.

He has a history of violent crime, according to court records.
