Prosecutor hires new senior deputy
A former Nez Perce County prosecutor is joining the Kootenai County prosecutor’s office.
Denise Rosen was hired to replace Deputy Prosecutor Reese Sterett, who left for a job with the Spokane County prosecutor’s office, Kootenai County Prosecutor Bill Douglas said Thursday.
Rosen most recently had a private practice in Lewiston. She was previously a chief deputy prosecutor in Clearwater County and spent nearly 10 years in the Nez Perce County prosecutor’s office.
She was the elected prosecutor in Nez Perce County from 1992 to 1997.
Douglas said Rosen will be one of the most senior attorneys in his office, with the title of senior deputy prosecuting attorney – one step below the office’s position of chief deputy.
Chief Deputy Prosecutor Rick Baughman is on paid administrative leave pending the outcome of an investigation into sexual harassment allegations.
Douglas said the county was fortunate to have hired Rosen, who has 17 years’ experience handling criminal and civil cases and has won several high-profile cases, including the 1995 double-murder case against Ken Arrasmith.

Otter appoints senator for Meridian
Gov. Butch Otter on Thursday named Rep. Shirley McKague, R-Meridian, to fill a vacancy in the state Senate created when Sen. Gerry Sweet, R-Meridian, resigned to go to work for new U.S. Rep. Bill Sali.
McKague, a conservative who’s served quietly in the House for the past decade, is a Nampa High School graduate, a retired legal secretary and a former service station owner.
Otter said, “Representative McKague has been a stalwart, reliable and hardworking member of the House. Sen. McKague will bring those same qualities to representing her constituents in the Idaho Senate. She is a public servant in the best tradition of a citizen legislator, and I’m proud to make this appointment.”
