2011 smART Festival - Regional and local performers provide free concerts throughout the weekend. Silent auction, clothesline art sales and more than 50 arts and craft vendors are featured. Garden Clinics - WSU Pend Oreille County Master Gardeners will offer free diagnosis and advice to those with home garden and landscape issues. Library locations and times include: Newport Library, every Thursday this summer from 6-8 p.m.; Pend Oreille Valley Library in Cusick, Wash., second and third Tuesdays of each month from 6-8 p.m.; and Ione Library, second and fourth Tuesdays of each month from 1-3 p.m. Plant and insect samples for clinics can be dropped off at the Extension Office, 418 S.
