New laws include permitless carry, powdered alcohol ban

Handgun instructor George T. “Tom” Steeley, right, looks over the marksmanship results of a student (wouldn’t give her name) at a shooting range at Alpine Indoor Shooting Gallery in Coeur d’Alene on Feb. 7, 2003. Steeley told students that bullets placed in the neck/upper chest area would effectively stop an attacker because of damage to the carotid or aortic arteries. After a new law goes into effect Friday, July 1, 2016, Idahoans won’t be required to take a training class nor a concealed weapons permit. (Jesse Tinsley / The Spokesman-Review)

BOISE, Idaho – Idahoans can carry a concealed gun without needing licenses or training starting Friday.

The change is just one of the new laws going into effect with the start of the new fiscal year in Idaho. This means the state will implement a new budget and plenty of new policies.

Other new laws include banning powdered alcohol, but allowing movie theaters to serve booze during movies that show nudity.

Lawmakers also barred the use of aborted fetus tissue for research, and passed a law requiring women seeking an abortion be given a list of free ultrasound providers – typically owned by anti-abortion advocates.

Gov. C.L. “Butch” Otter signed nearly 370 pieces of legislation into law this year, while lawmakers repealed 94 Idaho laws.
