Parliamentary maneuver fails to kill instant-racing repeal bill

Rep. Marc Gibbs, R-Grace, has tried a parliamentary maneuver to kill SB 1011, the bill to repeal “instant racing” in Idaho, but it failed. Gibbs told the House, “This bill is flawed and it needs to be corrected.” He said its fiscal statement, which says there’s no impact on the general fund, isn’t accurate. He moved to lay the bill on the table, a move that would effectively kill the bill; once laid on the table, it could only be taken back up by a two-thirds vote.

Rep. Christy Perry, R-Nampa, seconded the motion, which is non-debatable. Then came the vote: 25 in favor, 43 against. The move failed.
