Priority number for state highway spending, says Idaho Governor Butch Otter, "is where are we killing people?" Otter was making an impassioned plea for funding highway repairs while speaking to the Concerned Businesses of North Idaho group at the Coeur d'Alene Resort Tuesday. Otter pointed out that money spent on U.S. 95 has reduced deaths on the highway.
