As Jim Risch eases into his role as the junior Republican senator from Idaho, Vicki Risch has been carving out her own place in the nation's capital. Nowhere is their partnership more evident than in the lobby of her husband's Senate office, where he displays a gift from the current governor, Butch Otter: a replica of the door to the Idaho governor's office. The door, a memento from the new senator's seven months as the state's chief executive, has a window painted with the words "Gov. James E.
