    They are there for the safety of pedestrians, though they may be few and far between. To put in the new curb they have to cut the pavement back to give them a little room to work in building the curb. This leaves an abrupt edge on the pavement, and some hapless pedestrian could trip over this edge or fall off it. This would leave the contractor and/or agencies open to a lawsuit that might cost far more of your tax dollars than the flaggers cost.

    Pounder is right. Accessibility for some peoeple to cross those intersections has been compromised during reconstruction. Those gaurds are there to assist pedestrians, school children, ect.

    As well as anyone with a mobilty impairment….
